The Kingdom of Voltage is a constitutional monarchy. Sovereign authority is vested in the Crown and exercised in accordance with this Constitution and the laws enacted by the Grand Assembly.

The Monarch shall bear the title Sovereign of the Deep Current and shall be addressed as His or Her Royal Majesty. The Crown is hereditary, passing to the firstborn child of the reigning Monarch regardless of gender.

In the absence of a direct heir, succession shall be determined by the Council of Regency, a body of nine elected senior ministers, who shall appoint an eligible successor within ninety days.

The Monarch may not declare war, dissolve Parliament, or ratify international treaties without the formal consent of two-thirds of the Grand Assembly.

The Grand Assembly is the supreme legislative body of the Kingdom, composed of one hundred and twenty elected Deputies and forty appointed Senators from the eighteen sovereign provinces.

Deputies shall be elected by universal suffrage every four years. All citizens of Voltage aged sixteen and above shall hold the right to vote in General Elections without restriction.

All legislation requires a simple majority in the Assembly to pass. Constitutional amendments require a two-thirds supermajority in both chambers and ratification by Royal Assent.

The Grand Assembly shall convene no fewer than four sessions annually. An emergency session may be called at any time by the Prime Conductor or by petition of thirty or more Deputies.

Executive power shall be exercised by the Cabinet, headed by the Prime Conductor, who is appointed by the Monarch on the recommendation of the Grand Assembly's majority coalition.

The Cabinet shall comprise no fewer than eight and no more than sixteen Ministers, each responsible for a sovereign ministry. Ministers serve at the pleasure of the Prime Conductor.

A vote of no confidence passed by an absolute majority of the Grand Assembly shall dissolve the Cabinet and trigger new elections within sixty days.

Judicial power is vested in the Supreme Court of Voltage, the Courts of Provinces, and such inferior courts as the Grand Assembly shall establish by law. All courts operate independently of the Crown and Cabinet.

The Supreme Court shall consist of nine Justices appointed for life terms, subject to a mandatory retirement age of seventy-five. Appointments are made by the Monarch upon nomination by the Judicial Council.

The Supreme Court holds the power of constitutional review. Any law found to be in conflict with this Constitution shall be struck null and void.

Every citizen of the Kingdom of Voltage is guaranteed the right to life, liberty, and security of person. No citizen shall be deprived of these rights except in accordance with the principles of fundamental justice.

Freedom of thought, belief, opinion, expression, and peaceful assembly are guaranteed. No law shall abridge these freedoms except to the minimum extent necessary to protect public safety.

Every citizen has the right to education, healthcare, and access to the national energy grid. These services shall be provided by the state and funded through the sovereign treasury.

No citizen shall be subjected to cruel or unusual punishment, unlawful detention, or discrimination on the basis of origin, gender, belief, or station. The state bears an affirmative duty to protect these rights.

The right to private property is protected. Expropriation by the state is permissible only for verified public necessity and subject to fair and prompt compensation at market value.

Citizenship of the Kingdom of Voltage is conferred by birth within sovereign territory, by descent from a citizen parent, or by naturalisation following five years of lawful residency and an oath of allegiance to the Constitution.

No citizen may be stripped of citizenship except by a ruling of the Supreme Court in cases of treason or crimes against the Kingdom, and only after due process.

Dual citizenship is permitted. Citizens residing abroad retain all constitutional rights except the right to stand for elected office, which requires primary residency within the Kingdom.

The official currency of the Kingdom of Voltage is the VOLT. The VOLT is the sole legal tender for all debts, taxes, and transactions within the sovereign territory.

The Royal Bank of Voltage holds the exclusive mandate to issue, regulate, and manage the VOLT. The Bank operates independently of the Cabinet and reports directly to the Grand Assembly.

No private entity may issue currency, token, or instrument purporting to substitute for the VOLT without explicit licence from the Royal Bank.

The Kingdom maintains the Royal Voltage Guard as its sovereign armed force, charged with defence of the territory, its citizens, and its constitutional order against all threats foreign and domestic.

The Monarch is Commander-in-Chief of the Royal Voltage Guard. Operational command is delegated to the Minister of Defence and the High Marshal of the Guard.

A declaration of war requires a two-thirds majority vote of the Grand Assembly. The Kingdom shall not engage in wars of aggression and affirms its commitment to peaceful international relations.

The Kingdom is divided into eighteen sovereign provinces, each governed by an elected Provincial Council and a Crown-appointed Governor. Provinces retain administrative autonomy in education, local infrastructure, and civic planning.

Provincial law may not conflict with national legislation or this Constitution. In any conflict, national law shall prevail.

The deep-current energy grid of the Kingdom is a sovereign asset held in trust for all citizens. No portion of the national grid may be privatised without a supermajority vote of the Grand Assembly and a binding national referendum.

Access to clean, reliable energy is a constitutional right. The Ministry of Energy bears a perpetual mandate to ensure universal grid access across all eighteen provinces.

This Constitution may be amended only by a bill supported by two-thirds of all Deputies and three-quarters of all Senators in the Grand Assembly, followed by Royal Assent.

Articles V (Fundamental Rights), VII (The Sovereign Currency), and X (The Energy Compact) are entrenched provisions. Their amendment additionally requires ratification by a national referendum with a majority of not less than sixty percent.

No amendment may abolish the constitutional monarchy, dissolve the Grand Assembly permanently, or remove the right of universal suffrage.

This Constitution is the supreme law of the Kingdom of Voltage. Any law, decree, or executive act inconsistent with its provisions is, to the extent of the inconsistency, void.

This Constitution came into force on the First Day of the First Year of the Reign, and shall remain in force in perpetuity unless lawfully amended or superseded in accordance with Article XI.
